M\u00e4rz 2021","date_unix":1614967098,"date_modified_unix":1614967098,"date_iso":"2021-03-05T17:58:18+00:00","content":"<p><em>While in some countries a 3<sup>rd<\/sup> wave of <strong>COVID-19<\/strong> is looming ahead, the roughly 3,000 delegates of China\u2019s parliament, the National People\u2019s Congress (NPC), convene in Beijing from March 5<sup>th<\/sup>, though, under strict pandemic control measures. <\/em><\/p>\n<p><em><a href=\"https:\/\/bst-europe.eu\/digitization-and-innovation\/two-important-advances-for-the-eus-international-competitiveness-part-i-the-eu-china-comprehensive-agreement-on-investment-cai\/\" target=\"_blank\" aria-label=\"\u00d6ffnet in einem neuen Tab\" >China<\/a> seems to have emerged from the pandemic successfully, displaying one of the lowest death rates and the highest <strong>growth rate<\/strong> for 2020 worldwide. Its role is not comparable to that of parliaments in democratic countries, though, since it is \u201csubject to [\u2026] directives and control\u201d \u00a0by the Chinese Communist Party (CCP).<\/p>\n<p>The NPC\u2019s roughly 3,000 delegates are elected indirectly by local People\u2019s congresses and the CCP has a strong say in their composition. We should therefore take a close look at what\u2019s happening in Beijing during the next week in order to gain a more detailed understanding on the path towards which the world\u2019s quickly rising economic superpower will be headed in the next few years.<\/p>\n<p>In my opinion, there are <strong>three topics<\/strong> from the upcoming Five-Year-Plan in regard to China\u2019s economic relations with the outside world that deserve our special attention.<\/p>\n<h3><strong>#1 China\u2019s new stage of reform and (de-)opening: \u201cDual circulation\u201d<\/strong><\/h3>\n<p>While the newly proposed strategy of <strong>\u201cdual <\/strong><strong>\u201d, <\/strong>which refers to the linkages between internal and external economic activities, still has both a domestic and an international dimension, the focus is clear:<\/p>\n<p>The \u201cdomestic big circulation\u201d is supposed to be the <strong>centerpiece<\/strong> and starting point of all economic activities, while the circulation between the domestic and the international economy serves as a complement.<\/p>\n<p>The vast internal market should be fully exploited as a comparative advantage to attract the production factors as China needs them. It becomes very clear that the Chinese government wants to <strong>minimize<\/strong> the country\u2019s reliance on foreign capital, know-how and demand in its future development.<\/p>\n<p>While past Five-Year-Plans may also have hinted at some of these aspects, it appears that the Chinese government is serious about shifting the focus of the economy <strong>inwards<\/strong> this time, as shown by the language and the framing of \u201cdual circulation\u201d as a \u201cnew development pattern\u201d in the draft plan.<\/p>\n<p>Renowned China expert, Minxin Pei, has even called this approach a <strong>\u201cdecisive reversal of China\u2019s \u2018opening\u2019 to the outside world\u201d<\/strong>\u00a0. This, of course, is also an important <strong>basis<\/strong> for the strategy of \u201cdual circulation\u201d.<\/p>\n<p>In the draft version of the Five-Year-Plan, the new approach to innovation and technology is called a \u201cwhole-of-nation system\u201d, hinting at a possible overhaul of China\u2019s innovation system with a stronger focus on comprehensive and coordinated activities and projects on the national and local level. Also, the role of companies as the main subjects of innovation shall be strengthened.<\/p>\n<p><strong>Eight key sectors<\/strong> are mentioned to be at the core of these efforts:<\/p>\n<ul>\n<li><strong>artificial intelligence<\/strong><\/li>\n<li><strong>quantum information<\/strong><\/li>\n<li><strong>integrated circuits<\/strong><\/li>\n<li><strong>public health<\/strong><\/li>\n<li><strong>brain science<\/strong><\/li>\n<li><strong>biological breeding<\/strong><\/li>\n<li><strong>air and space technology<\/strong><\/li>\n<li><strong>deep-earth deep-sea technology.<\/strong><\/li>\n<\/ul>\n<p>China is striving to be in the <strong>lead<\/strong> in these important technologies globally and to gain a competitive edge over western countries so that these rather depend on Chinese technology in the future and not vice-versa.<\/p>\n<p>One of the measures to achieve this is to become more attractive for excellent researchers and scientists from abroad, which &#8211; given the <strong>demographic change<\/strong> in China and western countries &#8211; might intensify competition for talents in the mid- to long-term.<\/p>\n<p>However, it remains to be seen, if China will really be able to offer the environment it takes to replace the United States as the new place-to-be for top <strong>researchers<\/strong> worldwide.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-27889 size-large\" src=\"https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp--1024x760.png\" alt=\"\" width=\"1024\" height=\"760\" srcset=\"https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp--1024x760.png 1024w, https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp--300x223.png 300w, https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp--768x570.png 768w, https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp--600x445.png 600w, https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp--396x295.png 396w, https:\/\/bst-europe.eu\/wp-content\/uploads\/sites\/24\/2021\/03\/2021-03_PPC_Chart2_china-s-eight-strategic-technology-sectors-nbsp-.png 1240w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<h3>#3 Green development<\/h3>\n<p>In September 2020 Xi Jinping proclaimed the ambitious goal for China to strive for <strong>carbon<\/strong> neutrality by 2060. Especially given the fact that the country\u2019s COVID19 recovery measures had a bias towards environment-intensive industries, this news came rather unexpected.<\/p>\n<p>The draft of the 14th Five-Year-Plan also is rather thin on this topic, although a whole section is dedicated to \u201cPromoting green development and fostering the harmonious coexistence of humans and nature\u201d. A major focus is put on <strong>greening<\/strong> virtually all kinds of economic activities, from consumption, production, technology and innovation to lifestyle, buildings and finance.<\/p>\n<p>Moreover, the promotion of green and clean technologies is also mentioned in other sections. The level of carbon emissions is to be generally <strong>reduced<\/strong>, so that the 2030 climate goals can be achieved\u00a0.<\/p>\n<p>Little is said in detail, though, about concrete <strong>policy measures<\/strong> and actions, how this should be done, let alone on how to achieve carbon neutrality by . Since many measures on the way will have a profound impact on China\u2019s foreign trade and investment relations, it is worthwhile to watch out for more specifics and proposed targets that the full plan will reveal.<\/p>\n<p>Meanwhile, the guidelines on a low-carbon economy recently published by the State Council give a few hints on possible foci: for example, China wants to establish a <strong>green trading system<\/strong> favoring high-quality green products with high value-added and discouraging exports of energy-intensive products harmful to the environment.<\/p>\n<p>China has also announced to pilot an emission trading scheme for selected <strong>energy firms<\/strong> and plans to expand it to other sector in the future. It would be wise for them to take the much discussed diversification of their economic relations seriously and push it forward as thoroughly and soon as possible.<\/li>\n<li><strong>Second<\/strong>, the discussion of indigenous <strong>innovation<\/strong> and technological self-reliance is, of course, far from new. But China has now reached a point where it is about to really walk the talk. Western countries should therefore prepare for feeling a stronger headwind coming from an increasingly innovative China.
